典型案例(Typical Case)
       外籍来华人员Helena接到“航空公司客服”来电,谎称其购买的航班延误,现在取消可获得保险理赔。Helena在诈骗份子诱导下,下载了远程控制 APP、填写了个人的银行卡号+验证码,随后又按指引共享屏幕并输入验证码,结果机票没改签成,卡内余额却被转走。这时,Helena突然想到反诈宣传,意识到自己可能被骗了,于是立即拨打了报警电话求助。
       Foreign national Helena, while in China, received a call from a scammer posing as an "airline customer service agent." The caller falsely claimed that her booked flight was delayed and offered "insurance compensation" if she canceled the ticket.
       Under the scammer’s guidance, Helena downloaded a remote-control APP,entered her bank card details and verification code,enabled screen sharing and input another verification code.Instead of getting a flight refund, she found her bank account emptied. Realizing she might have fallen victim to fraud, Helena immediately recalled anti-scam awareness tips and called the police for help.

风险场景(Risk Scenarios)
       外籍来华人员在中国可能会遇到的涉嫌“电信网络”诈骗的风险场景主要涉及假冒“公检法”、虚拟绑架、虚假投资理财、租房/签证钓鱼等。
       1. 假冒“公检法”:来电自称“移民局”“海关”“公安局”,谎称护照、保单、银行卡涉案,要求下载“安全软件”或把钱转到“审查账户”。  
       2. 虚拟绑架:恐吓受害人外出开房、断联,拍“被绑架”视频,再向其海外亲属勒索赎金。  
       3. 虚假投资理财:社交平台“理财导师”声称“保本高收益”,诱导安装山寨 APP,后台操控涨跌,先小赚后爆仓。  
       4. 租房/签证钓鱼:冒充房东、中介、使领馆人员,先收定金再失联。
       Foreign nationals in China may encounter the following telecom and online fraud schemes, including but not limited to:
       First,Fake "Police, Prosecutor, or Court" Scam.Scammers pose as immigration officers, customs officials, or police, falsely claiming the victim’s passport, insurance, or bank card is involved in a crime.They demand the download of "security software" (actually malware) or wire transfers to "safe accounts" for "investigation."
       Then,Virtual Kidnapping Scam.Victims are threatened into isolating themselves (e.g., checking into a hotel) and cutting off contact.Scammers force them to record "hostage videos" to extort ransom from overseas family members.
       After that,Fake Investment Scams."Financial gurus" on social media lure victims with "guaranteed high returns."After victims install fake trading apps, fraudsters manipulate fake profits before suddenly crashing accounts to steal funds.
       Finally,Rental/Visa Phishing Scams.Scammers impersonate landlords, agents, or embassy staff, collecting deposits or fees before disappearing.

防骗指南(Fraud Prevention Guide)
       一看:看短信、邮件、网址域名是否与官方一致(如公司官网后缀 .com.cn)。  
       二挂:凡提及转账、罚款、保证金,立即挂断。  
       三问:拨打保险公司官方 24 小时英文客服热线,或前往营业厅现场核实。  
       四留:保留通话录音、聊天截图、转账凭证,中国已全面推行保险销售“双录”。  
       五报:第一时间拨打 110 或 96110(国家反诈专线),同步联系开户银行止付。
       在中国,任何要求“先转钱再处理”的电话都是诈骗!守住个人信息和银行账户,就是守住您的保险保障。
       How Foreign Nationals in China Can Identify and Prevent "Telecom and Internet" Fraud?
       Firstly, Check.Examine SMS, emails, and website URLs to ensure they match official domains (e.g., company websites ending in .com.cn).
       Secondly,Hang Up.Immediately end the call if the caller mentions transfers, fines, or security deposits.
       Thirdly,Verify.Call the official twenty-four seven English customer service hotline of your insurance company, or visit a local branch to confirm.
       Fourthly,Keep Records.Save call recordings, chat screenshots, and payment receipts. China mandates "dual recording" (audio + video) for insurance sales.
       Fifthly,Report.Call 110 (police) or 96110 (National Anti-Fraud Hotline) immediately.Also contact your bank to freeze suspicious transactions.
